Fresh images show the first steps of the planned redevelopment of the Alton Estate, including new council homes, a library, GP surgery and youth club. Wandsworth Council has submitted a planning application to redevelop buildings at the entrance to the housing Roehampton, so that this can go ahead while it brings forward the overall £100million project.
The plans involve building 55 new council flats and a new community hub with a library, IT and study spaces, meeting rooms, council offices, a youth club and community hall at the entrance to the estate. The hub would also have a new GP surgery to replace The Alton Practice under the plans, which would be demolished alongside an empty block of flats.
Planning documents said: “The proposals represent a thoughtful and considered response to a significant opportunity within the estate – delivering homes, services and spaces that local people can be proud of for many years to come.
“We have created a distinctive, people-centred development that strengthens community ties whilst respecting the estate’s architectural heritage. The landmark community hub brings essential services together, offering residents and the wider community a genuine civic focal point. New affordable homes provide choice and quality, designed with genuine accessibility in mind.”
The council is fast-tracking this part of the regeneration so that it can go ahead without needing to wait for the entire masterplan to win approval, as residents have been waiting for many years to see works begin.
It was in 2012 that the council’s former Conservative administration formally agreed to regenerate the 1950s estate. The authority submitted a planning application to demolish 288 flats for 1,108 new units overall in 2019 – with just 261, or 24 per cent, affordable homes. These plans were approved in January 2022.
But the scheme was pulled before building had begun when Labour took control of the council for the first time in 44 years that May, over its lack of affordable housing.
The council went back to the drawing board to redesign the masterplan to prioritise affordable housing, while delivering early improvements to the estate – including opening a new family hub, installing outdoor murals, expanding the community minibus service and resurfacing roads and pavements.

The new masterplan involves demolishing 177 flats on the estate for up to 650 new units, including 57 per cent affordable housing, and building better community facilities. It was backed by 82 per cent of more than 1,400 residents who responded to a ballot on the proposals in September and October last year.
The council is now finalising the masterplan ahead of submitting a formal planning application for the overall regeneration, which is set to be carried out in phases over roughly 10 years. In the meantime, the authority will make a decision on the planning application to redevelop buildings at the entrance to the estate and begin construction if it is approved.
